Jomsviking stopped disembarking from ship at settlement.

I dont when this started happening but none of the jomsviking disembarks the ship at the settlement. I went to the barracks and tried rearranging the vikings and my own and even tried to do raids, meditate. nothing. they never disembark the ship they all just sit there day and night like a bunch of corpses. please fix this.
