Blood from a stone bug

I think this is less of a quest specific bug but it is where it happened to me.
During the blood from a stone quest there are 2 cutscenes back to back.
The first cutscene works fine but the game bugs out loading to the second one where I am teleported outside and I canot move or act at all, I can open the menus to close the game but that is it.
Outside of the tower where the second cutscene is meant to take place I can see the quest npcs I am meant to be able to talk to but there is no way to trigger the cutscene
