Pledged to Lincolnshire - The quest "A Noble Escort" crashes my game

Hello,
I pledged to Linolnshire on the alliance map and was given a quest called "A Noble Escort" which told me to go down to the docs in my settlement and to "speak to Hunwald". Every time I try to talk to him my game freezes and I have to go into task manager and force close the game.
I have tried multiple times, did the "file verification" that I keep seeing posted around the forums/reddit and still have the issue.
Please advise. I cannot progress the story until I can do this quest and I have completed all the other alliances up to this point so there is nothing else I can do... -
