Can't load my saves! (Install in progress. 00% completed.)

I reinstalled the game due to a glitch and now I can't even load my saves! I'm playing on PS4 pro.
It just says the following:
Installing
Install in progress. 00% completed.
All my saves are doing this and it won't let me play. Shouldn't we be able to play the game we paid for? I even bought Helix packs that I can't use! -
