Like the title says, Tova is glitched. I had waited to build the tattoo shop and when I finally decided to, I returned to Ravensthorpe. I found out that Svend had died while I was away. I built the tattoo shop and then completed the Carrying The Torch quest line but I still cannot talk to her. I took a recording and I’ll leave the video below. Any help would be appreciated. I just want to use the new tattoos and hair I got!

I have been trying to troubleshoot this issue on my ps4pro. I had three saves 1 manual and 2 auto and these are my latest saves. Everytime I load these saves my game loads and I am about to move but a new all black load screen comes and I listen to my ps4 not work as as hard anymore like the memory was dumped or something and then after that black load screen eivor cannot move, talk to anyone or fast travel. I wish I could just be unstuck again. I tried to look over various other posts from people and the closest thing I could find was I was on that Lunden quest shadows and walls. I am loading in the city of Cent right by the drunk lady and her bowl of beer I think? I can take a video or whatever you need. Maybe you're fixing this but I just tried to fix it for like 3 hours.

It started with an apple bobbing quest, she repeated "mmm those are good apples" for a few days. Then in Cent she repeated "there was a bard drinking with the emissary, i should go and find him to see what he knows" but the bard would ran to granterbridgeshire and no Y (xbox one) would pop up so i could talk to him, after 3 days i slazhed him and he finally let me progress. Then when i got to the corpse interact to fight Groneril, she started repeating "the body is desecrated with a rage ive rarely seen" and i can't speak to rollo in essex. I cant listen to songs on my ship while shes repeating. I uninstalled the game, fast traveled, meditated, tried everything. The only thing that stops the repeating is to go to another world, but when i came back i still couldn't talk to rollo.
