Latest update (1.0.4) Causing Major FPS Issues

Primary Issue: As the title says, ever since the latest update my FPS has been highly unstable to the point that my case, gpu, and cpu fans rev up to high speeds as the game makes frequent, sudden fps drops. Before the update I was playing just fine at an average of 75-85 fps on max settings at 1440p. Now with the same settings (even attempted to lower shadows, volumetric clouds, world detail and clutter to medium) and I still get HUGE dips in fps down to the single digit, stutters a bit, and then returns to normal fps for a bit. Rinse and repeat. Tried uninstalling/reinstalling, checked for updated graphics drivers (none), and nothing else is running in the background although even if there was there shouldn't be any reason why the game would start performing so poorly.
Secondary Issue: The sound itself will sometimes cut out especially if I have the control mode set to hybrid, if the PC thinks I make any movement on the keyboard or mouse, the game stutters, switches controls, then stutters and switches controls again as I'm using a controller. Setting the controls to only the Xbox controller stops the constant stuttering and sound drops from occurring every time the controls switch in hybrid mode.

STORAGE: 1TB Inland Professional SSD
SOUND: On-board sound (Asus Prime Z-390-A)
Again, prior to the 1.0.4 update, this were not issues. FPS was stable and there was no stuttering or a drop in sound when controls were set to hybrid. -
