Cent Story Arc - Gamebreaking Bug

I cannot progress the story. After pledging to Cent, my quest log does not update to start the Cent story arc. It does not add Cent as a region at all.
I am able to interact with some, but not all quest NPCs re: Cent if I go to the right spot on the game world, but the raven does not highlight the quest area.
Please help! I am 60 hours into the game and have tried older saves and it's the same issue. -

After patch 1.0.4 is downloded now im not able to save any progress or do fast travel
