Lincolnscire Pledge Not Appearing

I need help, please. I am a PL 262 and have hit a slow point. I have finished the Wincestre arc (that's where I'm at). The only alliance's i have left to pledge would be Lincolnscire (PL160) and Hamtunscire (PL340) (if that's one, idk yet). But, Lincolnscire isn't even appearing on my alliance map as pledge-able. To explain, it usually shows the mini-king statue then you press "A" or whatever and Rhandvi will explain it to you then you pledge... I don't even have the option to do this. I see the Saxon Noble near the dock where you end up talking to him but I can't speak to him. Am I missing something? Did I progress too far and now it's not available? Please help. Feels like I'm stuck and can't do anything but shinies to get to PL340. It's like the quests just stopped coming in. Do I need to do more blue shinies (mini-quests)?
In Laymen's terms... the problem is that I don't even have the option to pledge to Lincolnscire but I'm PL260 so I feel it is missed or bugged. -
@gamerpeepfreaks I have the same bug, but I've been doing every freaking sidequest like an idiot so I'm actually power level capped at 400 and now my story is frozen. Did you find a way to fix it?
