I was at 399 power.
I leveled up and got 2 extra points.
I spent 1 of the 2 and got to 400 power.
Now I have a point left which I cannot spend, because there isn't anything to spend it on.

Apparently there are mastery levels after the 400 skill point limit that you can use the extra points on. -

I know, but the 1 point which i have extra isnt a mastery point. its a normal point, it can not be spent on Mastery.
