    At least 2 NPCs have not spawned in Lunden for Mystery sidequests. The first is a woman who is supposed to be on a pier, the second is a woman who is supposed to be outside St. Paul's church playing an instrument. Reloading previous saves have not resolved the issue and neither has exiting and rebooting up the game. Has anybody else encountered this problem or similar? What was your work-around?

    If anyone has this problem, sidequest NPCs may sometimes be unavailable at certain points of the story. I imagine this is to prevent possible bugs that could result from an NPC being too close to a part of the story that would take place. The NPCs mentioned in the OP do not appear during the "destroying the compass" part of the story, but do appear at least in previous parts of the main storyline.
