Unable to Progress in The Instruments of the Ancients

I have been unable to get the option to pledge to Cent and begin this quest. Instead, I am being prompted to pledge to Snotinghamscire and do the quest “old friends”. I am not at a high enough level to participate in the suggested area, and am certain I am supposed to do Cent and Essexe first.

@thetrueshoowooo same here! i have yet to find any workarounds for it, but I'm currently trying to see if there was something to do before Reporting on Sciropescire.
