The game uses more VRAM than it displays in the menus

I have a 1050Ti, Its a 4 gb card. The game running on 1080p with medium textures displays in the menu that the usage will be around 3200mb.
While in game it initially stays near that mark, Eventually it keeps increasing the longer the game is played, And the VRAM usage also spikes during the cutscene going well over the reported 3200mb and crossing the maximum 4gb available to me.
The FPS goes from a steady 40 fps to 15-20 FPS. The game becomes unplayable, But a restart fixes the issue. Weirdly after restarting the VRAM usage is back to normal even though the game is still rendering those exact same frames.
Does anyone else with a 4gb card face this issue?
