Can't upgrade the location to level 6 as all of the upgrade boards have disappeared, I have the necessary resources and have completed the main quest so I'm certain that there isn't another way to upgrade the town. Im currently stuck on level 5 99% towards level 6.

@noah_kendrew Is it at all possible that your last upgrade came from a reputation boost as a result of completing a pledge to a region? I am also unable to progress this, and I have cleared the game 100%. As far as I can tell, this bug might be triggered by allowing a reputation boost to be your last upgrade, rather than a building upgrade. For whatever reason, this does not seem to push the upgrade bar over the line to level 6. My error was on the Xbox One X.
