Enemies all show "loot" but nothing is collected

Loot option and graphic appears on every single dead enemy but nothing gets looted when interacting. I'm in Templeburough Fort.
Edit: SOME enemies are dropping loot, but all of them show the graphic and the "loot" option. -

Does it happen most often with archers? If it does, it could be that the "loot" is actually just arrows, and if you already have full quivers you can't pick up any more arrows so it'll look like you looted nothing. Not sure if this is intended behavior or not. -
@csahendriks No. Everyone was showing loot (blue glowy stuff and "loot" prompt) but only some had silver and such.
