    If you don't speak with the boy before running after the cat it seems to bug.

    I had issue when:

    • Speaking to the cat.
    • Boy comes running but did not speak to him.
    • Followed cat to where it stopped.
    • Cannot interact with cat.
    • Ran back to boy and spoke with him.
    • Boy runs after cat.
    • When arriving at cat location unable to interact with cat
    • Cat runs back past the boy.
    • Cat and boy are now stuck unable to interact with any of them.


    I had no issue when:

    • Speaking to the cat.
    • Boy comes running and spoke with boy.
    • Run with boy to find the cat.
    • Could interact with the cat at it's location and event completed.


    Workaround:
    Continue on your way with quests/fast travel/wait and it will eventually reset cat and boy back to original starting place.
