Cannot proceed with quest "In a Strange Land"

I cannot proceed with a quest called "In a Strange Land". even I restart the game computer. it still not working. its just stuck at Randvi by doesn't show the option from that quest.

I get this aswell. She says that she's added it on some kind of map, but the quest shows no progression and still wants me to talk to Randvi.

When you talk to her, ask to see the alliance map and then scroll down and pledge to Vinland.
