Issues accessing Berserker DLC and Tattooist etc

Im well into the game now but I still haven’t been able to access my Berserker DLC and now services like the tattooist and stables are no longer accessible.
Im on PS4 and I know there’s a Reddit forum on this issue specifically yet I can’t seem to fix it with the solutions they gave. -
