When are you supposed to have access to the Way of the Berserker and Ultimate Pack?

Everything I have read has told me you should access the armour set at some point early game in Norway, and the quest should unlock when you reach Raventhorpe. I have reached Raventhorpe and had none of this available to me. I preordered the Ultimate Edition. Please help.
