Moved Controller Vibrating nonstop

I'm playing the main quest "prodigal prince" and I'm just walking down the street and my controller is vibrating like crazy. Is this intentional on the game designer's part or is my controller malfunctioning? It really doesn't seem to add anything to the atmosphere so I don't know why they would do it intentionally.

@ladan2189 I’m having the same issue. I had to turn off vibrate. Save, then turn back on to fix but it only lasts a few hours before it starts going again.
