Locked Solved english pc: can't change Voice Language

reinstalled and selected English and "additional languages" (Japanese)
- ran game.
- selected Options > Sound > Voice Language > selected Japanese
message displays "Audio Language Pack To download this language, go to your game library and select it from the game properties."
I've tried doing as it suggests, but running the game in another language from ubisoft Game Properties only changes the main UI text to <language selected>. Japanese still won't load for Voice Language. I tried with the other Audio Languages and same problem.

Contrary to popular belief, Lorem Ipsum is not simply random text. It has roots in a piece of classical Latin literature from 45 BC, making it over 2000 years old. This book is a treatise on the theory of ethics, very popular during the Renaissance. The first line of Lorem Ipsum, "Lorem ipsum dolor sit amet..", comes from a line in section 1.10.32.
