Unsolved 3840x2160 resloution blackbars issue

hi
I'm having huge black bars (top and bottom) in game and while in menu need help to fix it.
my native resolution is 3840x2160 -

i facing same issue on blackbar issue. Using rtx 2080ti with Acer XV273K

Here's the issue that a select few seem to be having. See screenshot, hope it helps in getting resolution. Those black bars are on the menu, in game and videos!

Contrary to popular belief, Lorem Ipsum is not simply random text. It has roots in a piece of classical Latin literature from 45 BC, making it over 2000 years old. This book is a treatise on the theory of ethics, very popular during the Renaissance. The first line of Lorem Ipsum, "Lorem ipsum dolor sit amet..", comes from a line in section 1.10.32.
