When I closed Division 2, Ubisoft Connect is still showing me the 'Play' button as dimmed as well. This issue happened ever since the Golden Bullet event started.
I realised that 1 specific CPU core will be ramped up to 100% utilisation and it will never go down after around 10 minutes of gaming. I tried force closing all the processes related to Ubisoft Connect in Task Manager but the CPU utilisation will still be stuck at 100%.
The only way to stop the utilisation from staying at 100% was to restart my PC. After restart everything will be back to normal but once I start Division 2 again, after around 10 minutes the same issue will happen again to the exact same CPU core ramping to 100% utilisation.
Below are the list of troubleshooting steps that I have taken:
Another thing that I noticed was the small window which should display a message saying that 'it is synchronising the achievements with the cloud' is not appearing after Division 2 was closed, which I assumed was causing the 'Play' button to be dimmed and my CPU ramping up to 100% utilisation. The CPU utilisation only drops after around 20 minutes from the time I have already closed Division 2. (Previously I didn't wait and observe if the CPU utilisation will drop after a period of time.)
EDIT 1: The process which is causing the CPU utilisation to go to 100% is 'ntoskrnl.exe'
EDIT 2: The CPU utilisation only drops after roughly 20 to 30 minutes from the time it ramped up and the 'Play' button in the launcher is clickable again

@H3llBoy-26 Hello! I'm sorry to hear about the issues you're having with The Division 2.
Do you notice if the CPU utilization stays at 100% if you try disabling the Ubisoft Connect overlay? Are you overclocking your CPU?
Also, have you tried any of the other steps from this FAQ?

I'm having the exact same issue. The CPU ramps up and it keeps going until the computer is rebooted. Even worse, it causes stuttering while playing D2 and other games afterwards. At one point I rebooted the game and it said the game was already launched when I pressed the play button. All of this started happening since last tuesday. I've had this problem a few months ago, but it seemed to have resolved itself back then. Never seemed to figure out what exactly is causing this.
However, what I have found out over time is that D2 in combination with EAC don't always work well together as a couple of weeks ago I had kernel crashes (bsod) when booting D2 after an update. Only D2, nothing else, and it was caused by EAC as it has kernel properties. Which might also be the reason why it is causing the ramp-up in CPU usage.

When shutting down the computer before the game closes and then booting the computer and the game, this happens.

The same problem occurs regardless of overlay settings
Previously, when this game froze, I would launch "The Division 2" again after finishing the "Division 2" task in Task Manager, but now
"Division 2" task cannot be finished. , in which case one of the CPU's cores remains at 100% (but closes the game screen).
So now I have to reboot the PC to get back into the game from the freeze.
Furthermore, this happens every time I launch the game (after around 10 minutes).
In addition, this problem occurs even if I return my windows to the point before this problem occurred (restore) and update only the game file.
Looks like the same exact issue is happening to another game, Lost Ark.
That game uses Easy Anti-Cheat as well.

Not a Division 2 player lately, but can confirm this's happing in Lost Ark as well.
From what I've managed to find using the ProcExp, the issue behind the entire thing is Easyanticheat.exe.
He's how it looks like in my case. What's worse is that this's like 10 min after I closed the game and just idled on chrome.
What ever happened it most likely has to do with EAC update or something..

But for my case even when I used process explorer to check the process, its also only showing me the ntoskrnl.exe
I am having this same issue as well, and so are a lot of others, CPU core #1 pinned at 100%. 1 out of my 8 cores is pegged at 100% after playing for 10 - 15 minutes. It also seems the the division is not closing once this occurs and it cannot be closed via the task manager and end task does not work. The game physically closes on the screen, but something about it still runs in the background. Like something in the game gets stuck.
Only way to fix is to restart PC.
I have tried repairing easy anti cheat, and verifying game files. Did not help.
Seems a recent update may have caused this? This should be a priority to fix, the game should not be 100% pinning a cpu core and then refusing to end the process.
I for one will not be playing until this is resolved. I don't want my cpu under unnecessary stress!!!!
@KermitRope New update today can't play cause of this crap. Maybe they should fix [censored] before releasing this update.

There is something wrong with EAC and game between ntoskrnl.exe. i can't play the game anymore. i tried almost everything for the entire week. i tried win11 22h2 win1022h2 win10 1607ltsb as O/S. wiped out SSD with full zeros. virus/malware scan for the entire system. verified game files. gave admin rights everything. no use 3rd party overlay. bios updated. default pc settings at bios. did a 12hrs prime95 torture test. all of things i did tell me there is no problem. something wrong EAC and ntoskrnl..when i start the game after 5 minutes later cpu usage is increasing more than usual just like %10-15 and i inspect the task manager i see System (ntoskrnl.exe) cpu usage is between %10-15. game starts to stutter and doesnt shuts down properly with easyanticheat.exe and ntoskrnl.exe still consuming cpu. i have to force quit from ubi connect and restart the pc every time to stop that mystical ntoskrnl.exe cpu usage. when i look at the event viewer there are lots of errors Kernel-EventTracing Event ID:2 "Session "dc3a3596-71e1-45a3-b2ea-39ad5322fe51" failed to start with the following error: 0xC0000022" these errors started at the same time i started the division 2. and when you google this error, you will see lots of complaints the same problem with different games using EAC.
UBI pls contact and notify this critical error caused by EAC about the problem
@Ubi-Boost has this been reported to the easy anti cheat support team? Is there any update on if this is being handled!?!?
With the new content dropping in Division 2 today, can't even play it because of this issue on PC with easyanticheat.
Not only does the cpu core get pegged at 100% to game will not technically close either. It closes off the screen, but program hangs in background and only way to get your cpu core back to normal is to restart the PC. Not Good!
