Just so you know, I saw you posted a comment on another thread about this. Since it was an older thread I've deleted that comment so we can handle it here.
To make sure we've covered our bases, can you try these general troubleshooting steps for your platform? We'd like to try those just in case!

As I mentioned, this is something the team is looking into at this time so I'd like a few more details about the issue.
You said you've completed every arc except for Snotinghamscire? Can you provide an image of your current quest list as well as your alliance map so we can confirm this?
Please also make sure that your current save is uploaded to the cloud!
@mitsaek thanks for the screenshot.
Could you try completing the 'In Dreams...' quest first then see if that reveals the option to pledge to Snotinghamscire. Another player on a previous forum experienced a similar issue and mentioned it became available after completing the Asgard arc.
You should unlock Settlement Level 4 to be able to pledge to Snotinghamscire
