Summary: Set just after the events of Warlords of New York, but before Manhunt Season One, a team of DC Division agents are called in by Kelso for a special mission. Skyler Brooks, callsign Destiny, a fellow Division agent and friend from Kelso's Army days, has gone missing searching for her missing son Riley, a once-promising med student who is rumoured to have joined the True Sons. When reports surface that the True Sons are holding Skyler for ransom, the agents are sent in to rescue her.
But when Riley is unfortunately killed by the agents during the search, Skyler, enraged and filled with grief, goes rogue and swears vengeance on the Division. Gathering a group of the most fanatical and zealous True Sons, she forms her own faction and launches Operation Phoenix Fall, an all-out war on the Division nationwide.
Forced to fight their former comrade, the Division find themselves against their deadliest threat since the Black Tusk. Brooks is cunning, lethal, and most of all seems to know every move the Division will make before they do. And when an Outcast deserter named Matthew comes into the mix, the Division realizes they'll need to ally with an old enemy to put a stop to Agent Brooks's sinister plans.
Prologue: Destiny's Origins
A colourful and intricate drawing of the Washington DC skyline is shown. Suddenly, the picture seems to come to life as an eagle soars above the city, gazing down at the cityscape below. Cars are packed tightly together on the lifeless roads, the vehicles long since abandoned by their owners. Most of the city’s landmarks line in ruins, or just barely standing.
[A female voice begins narrating].
“My name is Alani Kelso, Senior Division Agent in Washington DC. This is an open broadcast to all Division agents nationwide.”
The eagle lands in front of the Lincoln Memorial, which has been desecrated by graffiti and bullet holes from previous battles. After a few moments, the eagle takes flight once again, soaring across the Potomac Plaza, the Capitol Building in the distant view.
“There’s a new threat on the horizon. Something big is coming, something worse than the Black Tusk. And you all need to hear it.”
Descending lower, the eagle perches on a tree branch, looking down as two civilians, clearly, scavengers based on their ragged clothes and messy hair, searched a dead body lying on the road. Upon closer inspection, the body wore a faded orange watch, the glass cracked open. He wore a light brown shirt and ripped jeans, and from the gear, he still had on him, was clearly a Division agent.
“We’ve been so distracted these past two months. Keener. The Black Tusk. We focused so much on them; that we didn’t see the real threat for what it was. And now I fear it’s too late to stop. A beast stands at our doors, waiting to strike.”
The eagle took off from the branch, continuing its journey towards the Capitol Building.
“But in order to understand what we’re up against, I need to tell you a story. It began, fittingly enough, with one of us.”
The perspective changed, the animated painting showing Agent Kelso alongside another fellow agent. This second agent was a woman, her ashen hair tied into a tight ponytail, her blue eyes the colour of ocean water. She wore a light grey jacket and cargo pants, a UMP-45 SMG carefully slung over her shoulder with a leather strap. Around her neck, she wore a silver cross necklace.
“Skyler Brooks. Callsign, Destiny. We’d served together in the Army, and... I’d say she was probably my best friend. She followed me into the Division and I pulled some strings to get her transferred to DC with me. Things were good between us...at least for a while.”
As they patrolled down the streets of DC, the sky grew dark. Storm winds whipped up leaves as thunder cracked overhead. The same eagle from before watched from a nearby tree as a team of Division agents battled fiercely against a group of armed soldiers in the fields in front of the Capitol Building.
“The True Sons. After we took out their leader, General Ridgeway, we’d hoped they’d just collapse. But we were wrong. Three months ago, a group of True Sons had been spotted moving supplies via helicopter to and from the Capitol Building. Intel suggested they had an officer on site, so I led a tactical strike... I regret that decision every day since.”
The agents, led by Kelso, continued to battle through the courtyard, drawing ever closer to the helipad the True Sons had been using. It seemed the True Sons were getting desperate, barking into their radios and sending everything they had to hold the agents back.
“We fought hard, and the True Sons hit us back with everything they could muster. I should’ve realized then that something was wrong. There were far too many here. This wasn’t normal. It didn’t seem like they were fighting to keep us from their supplies. Something there was important to them, so much so they were fighting tooth and nail as I’d never seen them fight before. I should’ve realized a lot of things that day.”
Clearing out the last batch of True Sons, Kelso ushered the group forward, towards the helipad. As she approached, a male Division agent held her back. When she turned to look at him, he pointed up towards the helipad, a good couple of stories of stairs above them.
Brooks was arguing with a True Sons medic, seemingly unaware the agents had gotten so close. Silently, Kelso and the group of agents ascended the steps as Brooks and the medic’s argument grew louder and more aggressive.
Once Kelso and the agents had arrived at the helipad, they raised their weapons towards the medic, barking an order. Brooks tried to say something, but the medic spun around, his MPX raised.
Without even thinking, Kelso fired a round through the medic’s skull. He fell to the ground, Brooks running over and screaming. It was only then that Kelso got a good look at the medic.
He was no older than 18, with wavy black hair and a pair of circular glasses. Kelso’s heart stopped as she saw the silver cross necklace around his neck. The same one Brooks wore.
“Her son, Riley, had gone missing a couple of weeks prior. He should’ve been going to medical school, but when the Dollar Flu outbreak began, he stayed with his mother. When he disappeared, Brooks went off the radar to find him. Turns out, he’d joined up with the True Sons, and became a Captain. She had found him and was trying to persuade him to come home.”
“He was her only kid, her only family since her husband had left before he was even before. For eighteen years, it was just them.”
Weeping, Brooks cradled her dead son in her arms. As if a switch turned, she stopped, drying her tears. Reaching down, she removed Riley’s necklace, holding it in her hands. She looked up at Kelso, her eyes full of rage.
“Riley’s death...changed Skyler. Something inside of her...something long buried...came rushing towards the surface.”
The pair soon began to argue, Kelso’s eyes filling with tears as Brooks shouted and clutched Riley’s necklace.
“I tried to reason with her. Tried to get her to come home. But I looked into her eyes, and I saw something I’d never seen before from her. Pure....unbridled.... hate.”
Reaching for her wrist, Brooks tore off her Division watch, slamming it to the ground. With a forceful stop, she smashed it with her boot, to the shock of Kelso and the other agents.
When she was done, Brooks turned around, climbing into the helicopter. Kelso hadn’t even noticed there was already a pilot inside. As it lifted off, Brooks pointed at the agents, shouting something at them as she disappeared into the stormy skies.
“Brooks left the Division, left DC. But she swore revenge. One day, she would return. And when she did, The Division would burn....”
