

As promised in the new operation idea thread, here is my post that will discuss my new operator ideas. Today, I'll be releasing one, because I'm still working on the other one, which hopefully I'll be able to finish up soon. Please post your thoughts, opinions, and suggestions bellow.

Ability description: Storm’s unique ability is a specialized hybrid gas and shock grenade. When thrown it will stick to any surface. Unlike specialist James “Smoke” Porter’s grenades, Storm’s grenades will initially release a gas cloud that obstructs the sightlines of nearby operators in a ten-meter radius. After the gas is released, the device will also release electricity temporarily, which can destroy or, if the device cannot be destroyed, temporarily disable electronic devices including operator gadgets, drones, and cameras. Operators in the grenades area of effect when the electricity is released will be electrocuted and take some damage. If an operator using Finka’s adrenal surge gets electrocuted, it will shut down that specific operator’s adrenal surge immediately and render it inactive for the remainder of the trial. The electric charge can be disabled by emp grenades or certain operators jamming devices, specifically Mute, Thatcher, and Bandit. It can be detonated by an enemy moving too close to it, which will cause them to be detected by the motion sensor, or an operator can shoot or hit the gas canister with a melee attack causing the gas to be released, which will still cause it to become electrified, unless an emp grenade is deployed or jamming device is within range of Storm’s gadget.
In addition to his gadget, he has two additional abilities. Like Oryx, he has the ability to jump up and hang from open floor hatch and climb up. He can drop down if it seems too risky.
Biography:
Baxten Raykoff grew up in a multiethnic family, which his father had immigrated to Canada from Mongolia in order try to find a better life. After graduating college with degrees in criminology and cyber security with a minor in chemistry, he joined the Royal Canadian Mounted Police. After working for them for seven years in the Personal Protection Group and later in the International Operations Branch, he left the RCMP to work for the International Criminal Police Organization in Lyon, France. His professional background in personal protection and criminal intelligence, expertise in cyber security and chemistry, and his proficiency in multiple languages made him a strong candidate to join INTERPOL’s Incident Response Team to deal with criminal incidents.
Three years before leaving the RCMP, Baxten began to work part time as a private investigator at a firm he co-founded himself. One month before Nighthaven’s attack in Versailles, France, he left INTERPOL in order to work at his private investigation firm full time. Raykoff’s professional background combined with his intervention at Nighthaven’s assignation attempt in Versailles brought him to Rainbow’s attention.
Psychological Report:
Some people work just to make money. Some do it for the thrill and excitement that comes with it. Others work in order to achieve fame, glory, or power, but Baxten “Storm” Raykoff works out of a strong desire to help people and make the world a better place. When I interviewed him for a position to work in Rainbow program as assistant director of tactical training and operations management, that is what he told me drove him to work in law enforcement and he felt that the Rainbow program would benefit many communities in a similar manner. While I would argue the way we benefit communities is different from how traditional law enforcement agencies would, I do agree with his idea. […]
According to his colleagues, Raykoff is known to be cool headed, highly intelligent, and very creative in how he solves problems. When in a leadership position, he treats his colleagues fairly , while also making sure the job gets gone. He is also very patient, but yet he admitted that there are times when its best to trust your instincts, especially in a combat situation. To figure what to do he pays close attention to his surroundings and to the enemy’s actions and combat tactics. This approach to how he handles combat illustrates his years of experience working for the RCMP and ICPO. […]
He has worked with many of Rainbow’s operators, including specialist Jordan “Thermite” Trace, specialist Morowa “Clash” Evans, specialist Collinn "Warden" McKinley, and specialist Ryad “Jackal” Ramírez Al-Hassar, all of which have spoken very highly of him. He is particularly close with specialist Taina “Caveira” Pereira and specialist Santiago “Flores” Lucero from his time working with them while in South America with RCMP’s international operations branch. He admitted at one point he and Pereira were more than friends, but in the present, they still get along well. […]
Of all the operators I have met with, none has been dealing with Nighthaven longer than Baxten, who has been investigating Nighthaven for around roughly seven years. It started when he got some clients at his private investigation firm for a series of murders, though he admits he had heard of Nighthaven before that. He found out that Nighthaven’s operatives had been responsible for the murders; at which point he set out to try to find the killers. This is what put him at odds with many of Nighthaven’s top operators and mercenaries, including specialist Jaimini Kalimohan “Kali” Shah. He repeatedly thwarted their attempts to attack certain business and government officials. […]
Baxten Raykoff has been trained in Systema and Ninjutsu and he also practices Parkour and Free Running. He is extremely mobile in ways similar to specialist Saif “Oryx” Al Hadid. He is also firearms collector, taking a particular interest in suppressed firearms. His unique skill set makes him ideal to operate as either attacker or a defender. I am sure his training and expertise will greatly benefit our operators. […]

Some side notes:
Oryx brings a tremendous level of mobility to the defending team, which currently no operator on the attacking team can really match. So I figured I would give him the ability to jump up, grab floor hatches, and climb up in order to even the playing field.
I also wanted to create an operator who was a general purpose operator who didn't favor one side over the other, allowing to be employed by either team. This something we don't currently have in this game and, given this operator is also supposed to serve as a team administrator, I think fits well into their proposed role in the story.
We also don't currently have an operator in this game who worked as a law enforcement official on the international level, so I thought it would be cool if we had an operator with that kind of background into the game.

Ability description: His unique ability is the MSSR1, or the Medium sized surface reinforcement type 1. It can be deployed on breachable walls, door frames, window frames, and unbreached floor hatches. They are impervious to bullets, melee attacks, and grenades but can be destroyed with breaching charges and certain operators with hard breaching abilities, like Hibana and Maverick. By deploying one on the lower part of a door frame, it will block on coming fire and allow you and your teammates to use it as cover. It should be noted that once deployed his device can’t be removed, so be careful where you choose to deploy them. In addition to his gadget, years of working in hazardous environments and specialized training have made him resistant to concussion effects.
Biography:
Mykyta Garin excelled in science and mathematics since he was young, and was reported to be very athletically active in high school. In college, he majored in criminology and biology and minored in chemistry. He initially began working for the Ukrainian government’s Ministry of Health two years after graduating college. He worked in the Department of public health’s Division of programs and projects, the Department of emergency medical care and disaster medicine’s Division of coordination and providing medical care during anti-terrorist operations, emergency and martial law, and, later on, the Regime-secret sector.
After working for Ukraine’s Ministry of Health for eight years, Mykyta left the ministry and went to graduate school where he got a Master’s Degree in Zoology. Garin worked for an international not-for-profit conservation organization for four years, but eventually returned to Ukraine and joined Ukraine’s SBU, where he was recognized multiple times for expertise and skill in area control, counter terrorism, CBRN protocols, intel gathering, and survival tactics. While a lot of the work he did for the SBU is classified, reports indicate Garin has trained in the past with the SAS, GIGN, and GSG-9 and was an instructor at the National Academy of Security Service of Ukraine for around seven years. His multiple recognitions and long service in the SBU led him to be invited join the Alpha Group.
Psychological Report:
I had originally heard about Specialist Mykyta “Vedmid” Garin not as a military specialist, but as a medical and wildlife conservation professional from conversations I had with certain Specialists, particular Olivier “Lion” Flament, Gustave “Doc” Kateb, and Thandiwe “Melusi” Ndlovu, who had heard of him, but never met him. When I first met with him to discuss joining Rainbow Six, his calm, cool headed personality put me at ease. While he can be easy going, he takes his work very seriously and indicated early on that there were certain aspects of his work with Ukraine’s Ministry of Health and SBU that he is not a liberty to discuss because of confidentiality agreements and the fact some of the projects he worked on are classified. […]
While reports don’t say much about a lot about the projects and missions he worked on, they made it apparent that he has worked in multiple leadership positions in both the SBU and the Ministry of Health. His leadership style has been described as being fair, responsible, and results driven. He looks out for the people working on teams he is tasked with leading. Upon speaking with him, I think this description is accurate, but I also think he mostly honed this skill, along with his expertise in epidemiology and CBRN protocols, while leading efforts to coordinate and provide medical care following the various natural disasters and terrorism incidents that plague Ukraine. […]
His fairness and concern for the well-being of his teammates have made him respected by his teammates. He has previously worked with Specialist Elias “Blitz” Kötz, Specialist Craig “Blackbeard” Jenson, and Specialist Seamus “Sledge” Cowden; and he trained with Specialist Gilles “Montagne” Touré and Specialist Jalal “Kaid” El Fassi. There was an incident Singapore where he got into a dispute with one of Nighthaven’s new recruits before that individual joined that organization, who is Agent Charlie Tho “Grim” Keng Boon. While he won’t discuss the incident in a lot of detail, and the reports don’t discuss what happened in much detail, he informed me of two things: first the extreme difference between how they value and treat their teammates is what set them at odds with each other during a joint mission and secondly the conflict between them is still unresolved and he is not comfortable working with Grim. (Comment_S. Fisher: That is an accurate description of what happened. I heard about this incident before I joined Rainbow Six. Out of respect for this operator and the groups involved I won’t disclose any specific details other than that dispute was over a concern related to the safety of their units and Grim’s decision jeopardized the safety of both of their units. Given the nature of the incident, the Ukrainian government distanced itself from it. However, the incident was never classified by the governments who were involved.) […]
Outside of work he volunteers with several conservation and medical organizations. He is fluent in Russian, French, German, English, Arabic, Javanese, and Mandarin Chinese. He is currently working on learning Spanish. He enjoys martial arts, having trained extensively in the Spear system, Defendo, KAPAP, and Tarung Derajat. He also works part time at his family’s black smith shop where they make everything from horse shoes to swords. The knife he uses in the field was forged by him. I am certain he will be an excellent addition to the Rainbow team; and his expertise will be very useful to us in our CBRN unit.[…]

Side notes:
Vedmid in Ukrainian means bear. Given the description of his personality presented in the psychological report I thought the name was a good fit for him.
His first name is a Ukrainian name that means unconquered, while his last name is from Germany and means guardian.
While many operators in this game are shown to have worked for law enforcement or the military, we don't have many that worked in other types of government positions. So I figured having him work for Ukraine's Ministry of Health would make a unique feature in his story.
Considering Finka left the Rainbow team join Nighthaven, I thought it would make sense that the Rainbow team would be looking to recruit a new CBRN specialist to join that unit.
So far Sam Fish has only commented on his psychological report, which I thought it would be cool to see him comment on someone else's report.
