Not taking any sides as it didn't bother me either way if it got nerfed or not but i don't believe it's the PVE players to why it got nerfed, the poll proved that.
Blame Ubisoft, the buck stops at them at the end of the day.
@oatiecrumble the poll also proved that of the people who wanted nerfs, PvP players were such a small group that it was statistically insignificant. The only group that spoke up in any numbers in favor of nerfs was the PVE players. The narrative that this is always the fault of PvP players is just dead wrong. Yes, of course blame Massive, but if we're talking about the community.......

If it was the poll, than the 15 PvE players had nothing on the 130 votes (when I last looked) of the all-round fair thinking players that said it was "average good, totally not OP"...
Old game or new game 50% of the player base will always say keep the OP build how it is.
Those are also the players that want every other build buffed into space.
40% don't care enough to look on forums they just play and see what happens in time.
10% looks at it in a fair way.
One half of the 10% gives their opinion.
The other half tries to be neutral and see it tru everyone's point of view.
And give their opinion based on everyone's opinion.
And then the Dev's do whatever the F they want.
Because Nothing is true, Everything is permitted.
Well devs have other metrics they can check about player behaviour so i mighty interested in that, who knows maybe HB actually had 99% usage rate, or player death rate would become less than 1%.

To everyone who thinks this OP set is fun: You're playing on the wrong difficulty. This game already offers a power fantasy at lower levels. Heroic and legendary is supposed to be a challenge no matter what build you have on.
Yeah, they did more than just nerf multiplicative, they have essentially made HB weak now. Can't even sustain the dmg now and keep up bonus armor. Reds and purples hit so hard again that the armor doesn't mean much at all. So much for having fun. I hope Ubisoft closes you down cause you deserve it.
@xcel30 I always find it helpful when the go through some of the methodology for their nerfs. When WONY released, the devs went into the data on the M1A Nerf and balanced everything else. Now almost every standard weapon is viable in almost every difficulty.
From the tweet, it seemed more like a coding error instead of an intended nerf. I would like to give the devs the benefit of the doubt and say that the previous HB was not working as intended.
@suspiciouspixel if it was up to me it would get nerfed again as its still ruining pvp, its no different than striker on td1 was on release really, too OP and ultimately boring, dzs are even more dead now than they were before because of it

@honestlyok1986 I don't play PvP in Division 2 but it's still a strong Gearset for PvE. It was obvious it was going to get nerfed with the amount of damage and bonus armour the set gave with no real investment into Red cores. It's no doubt going to be a shock for those who defeated raids, legendary content using it with ease but should come as no real surprise the devs looked into the gear set again and tweaked it.
Congrats to all the haters. It makes a few people happy but isn't helping to sell more copies of the game.
My own original point is proven though, PvP players don't cry for nerfs. PVE players called for this and got it. Blame yourselves, not the PvP guys.
Your poll thread proved that most players are normal people and caring about their playing comformity, and also proved that PVP players aren't standing at the opposite side of PVE players. But those "PVE elites", who crying for nerfing HB, still won at last. Shame on them and shame on this game.

If nobody had cried, they would have left it. They tweeted over and over that they were fine with it. Then they released it and the crying started, so they looked again. Simple.

From the Devs own admission this was seemingly a coding error. I have personally been a person who has griped against the devs on a few topics, when I've thought they were either stonewalling or didn't have a plan for things.
At the moment the devs are releasing new content with a skeleton crew(or possible even less than a skeleton crew). Would it hurt to give them the benefit of the doubt and at least hold until there is more evidence of intent on the devs part to nerf this thing into the ground?
I think we can all tell by the crashes that there have been coding problems galore in this recent update. It really may have been just a coding error on the released version of the Heartbreaker set.
@upora Ubisoft has elevated Massive to the crown jewel in the portfolio. Not only were they entrusted with Avatar & Star Wars, but they also built Scalar off the work Massive did for The Division.
Ubisoft will not be closing down Massive. Doubly so over something so minorly inconsequential as a slight nerf to a Gearset that still leaves it one of the strongest. Y'all are hilarious.
I am a little bit surprised everyone is talking only about the stacks went from multiplicative to additive but not about all stacks vanish after 5s like Striker before TU12 (or around that time) or that stacks are not counted sometimes, although the enemy is pulsed.
For me it seems, they took the code from strikers after TU12 for the release of TU15, and now they took the pre-TU12 code from striker again
when a new weapon or gear comes out, and you see a vast majority loving it and very few addressing it is op odds are it is OP. Majority of players aren't good enough and need that little oomph to be able to handle the game. It is insulting but it is the reality. You think about where you fall in and made it clear to the community.
