Max Expertise Level is not same with my friend

As you can see on first image, my proficiency is maxed with 344 and Expertise Level is 20.
Whereas my friend's proficiency is maxed with 344 but Expertise Level is 23.
Why is there difference in max Expertise Level? I thought this is consistent.
What did I do wrong to max this Expertise Level?

@yboulder I am not an expert, but I believe you are confusing some stats. Perhaps its a language issue. You are progressing towards your friends level of 23. You haven't leveled off yet, still climbing. If you notice on the circle around your 20 you have about 60% of the requirement to move to 21.
If you add up all of the different items you are proficient with they add up to 344. 26 (rifles) + 41 (assault)... etc = 344.

@gabriel-knight you are completely wrong.
Both players are maxed out and you can see that they are both Proficient with the same amount of items and cannot increase their Expertise further.
These differences are because there's currently a bug in the XP Calculations where if you level up via Combat XP as opposed to donations, you can achieve a higher rank than intended. -

The one thing i do not appreciate or like with this system is that i'm obligated to play with gear i hate in order to increase my level, so FKK IT! -
@Viking_Jarl You can donate copies and materials, so you don't need to do play with stuff you don't like so don't spread wrong information about it

Absolutely wrong information. As mentioned before, you can research any item or skill by donating material or the gear or weapon, you want to research.
In case of named items, exotics, and every (!) weapon in the game it's as easy as donating 20 items to become Proficient with it. So you can basically pay a visit to each vendor upon reset and just buy Proficiency.
