Is this for the quest "Puppets and Prisoners"?
If so, I see this has been reported once before but we were unable to reproduce it when testing, so we wanted to find out the following:
Can you try loading an older save and doing this quest again? Is it the same results?
Have you checked in the nearby woods and town where Tedmund is stolen from that there is not an enemy still in combat with Eivor? (Perhaps stuck behind terrain or a tree)
Did you encounter anything unusual or did anything specific happen before encountering this issue that you remember?
If it's for a different quest, the same kind of questions can still apply (just checking around the area for other enemies) and we'll let the dev team know. If you could also provide a video showing this, that would be great.
@Raziel335 I had the same issue and found that the big guard (who originally had the key) was still on the alert. After killing him, I was anonymous again but unable to get full points.
