[PTS Phase 2] Levelling Expertise

Hi,
I noticed that leveling the Proficiency Rank of an Item is much more expensive now than in the first PTS phase, this can be a bit frustrating, so in my opinion it would be much better to reduce this leveling, like in the first PTS phase, but RESET it every time you increase the Grade of that item.
In this way the general leveling becomes more longer, but less frustrating because you can test better every improvement of the Item's Grade.
