Some feedback from a veteran getting back after a 2 yr hiatus with the game. Let me start with prefacing that I understand how hard it must have been to reboot a shot down game, start from almost scratch, with even a new studio getting involved and most of my gripe with the current new content is not with the devs work or its quality. But this patch shows how disconnected the decision makers are from their community or the actual state of their game.

I can imagine where the idea of adding a raid with matchmaking came from. We all remember the community pressure for both raids to have matchmaking and your reasoning of inferior experience and refusal to even test it. From that perspective I can see how the idea to make a new raid that is simpler in terms of objectives and is compatible (by YOUR standards) with matchmaking seems good or a natural next addition. You know what perspective does not support this? Reality.
Your playerbase is nowhere where it used to be which makes it questionable in the first place whether you'll succeed within reasonable timeframes to find 5-7 other people, but the much bigger problem with it is the tone deaf approach.
Trying to bring back portions of your playerbase with an 8 player content piece is jaw droppingly out of touch. A major part of dormant agents will just look at this and think, "oh I need to get 7 other people to play with me to access this? Well thanks its not worth the hassle" and will not even consider reinstalling.
What is even more mind boggling after playing it several times, is how completely pointless it is to make it scale only for 8 people. Nothing in there is anything that could not be done to scale from 2-8 players. The only mechanics that now warrant the need for 8 players are the sheer distances to run with short timers and the number of enemies spawned. That could and should be scalable to cater to as many players as possible. I can't believe you don't realize that you need as wide of a reach as possible for the slightest chance to revive the game - which I am honestly rooting for.
Not really sure about the final loot pool, but leaving it out of the target or selected loot takes a LOT away from its replayability and incentive to keep playing it, which will hurt your matchmaking queues.
I do like it by the way, the hunters are a nice addition, the extraction is tense as it should be, but we were only 4 so the timers were way too tight. 
What was surprising was how decent the difficulty felt on normal with half the intended crew compared to the heroic world map stuff or summit. It just proves my biggest criticism of the game: NPC damage scaling above hard is simply [censored] and there are other, better ways to increase difficulty. Long time ago, when Yannick confirmed that this is the difficulty that they want and its in a good place, was the point where I quit - the game is not for me then. Not sure who enjoys a one shot simulator, but kudos to them.

The new proficiency system is meh, and while I realize it was never meant to bring people back (or hope so, because that would be seriously misguided), the presentation of it and the way it works is very confusing. Am I leveling up the proficiency of a single item or a brand? All items or by type? Why not weapon types then? What and how is being filtered in the expertise menu items, where the stuff currently worn is not even a priority to show up, or have a filter for it? I cannot even see the stuff in my bag, let alone my stash, just some random subset of items from both. It is so messy and convoluted. The 6 sentences on a single screen is not a tutorial. Its a TLDR of the concept explaining nothing about the specifics. 
As a general mechanic, you added yet another way to spend materials without adding stable and good ways of farming them, and increase in max mats. We may have what 4-6 rolls worth of pockets? Do I REALLY have to break my farming so often to go spend it on marginal increases, then go back? Just.... why? Why would you go out of your way to make this process painful instead of fun? 
Suggestion: hunting supply run NPCs is quite fun, I used to do it to farm SHD and its decently varied, make them drop optimization and farming mats instead of water, screws and whatever. 
Why is that still in the game? Nobody wants to boost CPs so they will not be taken back! You even made a button for it... Obsolete, get rid of it.
Another suggestion: extend selectable loot, remove target loot and add optimization or crafting caches as an option. Why should I not be able to farm Control Points and open the supply crate dropping what I am looking for, including mats? Should that not be the point of this game, instead of running around opening boxes at solar farm?

Probably a bug, but yesterday we were not able to buy a second upgrade on any items even though we had the materials. When I logged in today one of the two upgrades I bought is just completely gone, says no upgrades. (bought a weapon and a chest one) Also 1% total armor of what? character or the item? What is the max?

Why would you not give us the usual free PTS crates to be able to test things? Such a big oversight.

The small shield braking disorient in PVE is annoying. Again, a change so very out of touch with how your game actually plays. Most of the time my shield breaks completely (M1A shield DPS build), its a one shot (sniper, shotgun) or a very short burst (heavy gunner), that disorient with how your effect works is often times a death sentence. Was this really the biggest "problem" to address?! To further push an already broken PVE combat system? 

Summary: management has still not let go of some of the worst obsessions with the game and keep reinforcing mechanics that got this game officially killed once. You keep this up and the second time will come too very soon. Just let it go, your ego should not matter more than producing something that people actually like playing. It's as absurd as imagining a stand up comedian forcing its unfunny joke, because they think its funny even though nobody laughs.
TLDR: The content itself is decent, but even after 18 months it feels sloppy, rushed, and tone deaf . This is a huge disappointment so far.

The targeted loot drop in the Tower is all messed up for Heartbreaker. If you pick the icon for heartbreaker it will drop Rigger (which is in the description). If you pick the one where Heartbreaker is the description it will drop Future Initiative which is the icon.

Heartbreaker armor bonus seemed inconsistent during play. Shooting pulsed targets didn’t always give bonus armor.

The game crashed a lot with Delta error especially while wearing Heartbreaker.
