Regarding the tattoos, are they location-dependent? That is, do they change again when you return to Svartalfheim?

In Dawn of Ragnarok,
The Runes of Odin will show in my inventory bag. However they do not show as any option when I go to equip them to divine weapons.
(Rune of Odin rune slot is showing, any runes do not show as an equip-able option)
