Unfortunately, I can't think of anything else. Hopefully, the bug fix will be released soon for you.
I'm also waiting on it, but not for this problem.
You can get Mr Garrick from Eli, but you have to be fairly advanced. I can't remember the trigger, but I think it's when he starts selling eight items (maybe 6 or 10). It means you really need to have very good Town Hall coverage, which may not be your strategy.
I think the only saving grace is that Jewellery is a Luxury good, so you don't need it to progress, if you can keep happiness up some other way. -

If it hasn't been mentionned you can also use Morris who produces a few pearls...not great but enough to achieve Nate's quest. Hope they will fix this very soon. -

@peter-jancsin Hey there, this issue should have been solved as of today's patch, per the notes here: (https://anno-union.com/updates/anno-1800-game-update-13-1/). Can you please send a screenshot confirming you have updated to version 13.1? Thank you!
