Unsolved Oskeraia festival not starting

Hello,
My game is updated to 1.4.0 on my PS4 but I can't seem to access the festival in my settlement. I'm having connection issues today, is this why this is not available? Does it require an internet connection? I will add that I've just finished the essexe arc so I am far enough in the game -

I will not recommend starting the festival though it is very buggy and people get frozen they cannot walk in England
I recommend you wait when the patch comes
or make a save and start the festival if its buggy and you cannot walk disable internet and load that save you made -
