Why can't Dani hold her breath for longer than 10 seconds?

Unfortunately, I have to go underwater to find some loot but for some reason Dani can't hold her breath for longer than 10 seconds, in fact, she starts drowning at around 7 seconds. What am I missing here? Is there a supremo or piece of armor that makes swimming underwater easier? Why would the devs put such a hard limit on swimming underwater considering she can sprint forever, seems super fit, and the game world is surrounded by water?

I mean, doesn't it kinda suck that there isn't some kind of permanent skill or perk I can unlock that allows Dani to hold her breath under water longer?
I just don't enjoy having to enter a menu or run to a workbench to change out a piece of clothing or a mod to arbitrarily allow that. And I'm not a big fan of tying certain buffs or abilities to clothing items in general. I wish we could just unlock the abilities we want and have them always on. -
Swimming and diving are terrible in this game. There is not even an air bar or key to get to surface.
Yeah a scuba helmet with unlimited underwater time (like the Trident in Odyssey) would help.
