Unsolved Unable to build more settlement buildings

So I am in my settlement and after building the Armory there are no further options to build any other buildings or talk to anyone. On a video, right after building the Armory I should have been able to talk to people, but no one in the camp has the prompt to be able to talk to them. please help.
I upgrade and can't do any of the other upgrades for the settlement. -
