As shared by my colleague @Ubi-Keo, this issue should now be resolved and you should be able to successfully install TU 1.3.1 without encountering a download loop!
If you are encountering any further trouble when downloading TU 1.3.1, please don't hesitate to update us within this thread so we can investigate further.

The issue with download loops in Ubisoft Connect should now be resolved. Are you still encountering trouble with download loops in the launcher?
If players would like to disable automatic game updates in Ubisoft Connect, they are welcome to do so. You can use the steps in this support article to help you to change your download options. Players should no longer be encountering download loops within the launcher, though.

I have no problems after disable automatic game updates for recently played games. but have you fix it! I will wait for a patch for Connect before I Enable it again

I will thanks but this loop isn't just on Valhalla it's on Anno 1800 and Watch dog legion missing DLC and update loop so disable game updates worked
To my knowledge, the download loop issue for Anno 1800 and Watch Dogs: Legion should now be resolved as well, @AORUS2017. If you've been encountering a download loop with these games, I'd recommend checking to see if the issue still persists. @ubi-keo I tried unclicking and clicking the enable automatic updates for recently payed games in the settings in Ubisoft connect and then logging off
I tried all that and still no update happened..

My meaning was when I had the update loop on Valhalla it was the same for Anno 1800 & Watch dog legion having to update when you login, but now it been fixed and I don't have the problem now
So the question is what caused it to happen first place

First logon, then update. And if you have a problem with Connect then disable automatic updates for recently played games in the settings not before.

@peixeswordfish - I'm sorry to hear that you're having trouble downloading TU 1.3.1. Have you still been unable to download the most recent Title Update?
If you have automatic updates disabled, you may need to trigger the download by selecting the game tile in your library and then clicking "Update."
If you've still been unable to trigger the update, I would recommend fully closing down Ubisoft Connect and then launching Ubisoft Connect with admin rights to see if this triggers the update for you.
@AORUS2017 - We would be unable to speculate on what potentially caused this issue to occur, as this information has not been shared with us. I'm glad to hear that the download loop issue has been resolved for all of your affected games, though!

well I uninstalled the game and installed it again I believe the update is there now
how would I know ?
would there be an expansion 2 wrath of the druids is that how I know ?
You can check if you have the latest update installed by checking the bottom right-hand corner of the main game menu, @peixeswordfish. If you have the most recent update installed, you should be able to view the patch notes from TU 1.3.1.
Are you able to access your save files again after ensuring the most recent Title Update is installed on your PC? Or do they still show as corrupted?
