Unsolved Can’t progress through the story, Road to Hamartia quest disappeared

After finishing Honor Has Two Edges I went to talk to Halfdan then went to Moira’s home and read the note after that the quest Road to Hamartia disappeared from the map and quest log. I continued to do every alliance and now I can’t progress because of Eurvicscire

Sorry to hear you've not been able to progress further with this quest.
If you travel to Donecaestre to try and start the quest without it tracking, is Halfdan there?
This is an ongoing issue, and we're currently collecting reports from players who are having this problem. Would you be able to make sure that your most recent save is available as a cloud save?
Once this is done, we'll forward this report to the team.

Yes I have it saved in the cloud. Halfdan is at his balcony but I can't interact with him. I also went Wyke, to see of Moira was there with the angry mob and to the abandoned camp near Picheringa to see if Faravid was there and on both places the npcs weren’t there.
