I have several questions and cannot find any info online at any site:
Jomsviking Raids:
Max level of Jomsviking Raiders; I seem to be stuck at 3 and Jomsviking Hall is on its 2nd expansion and no longer has an upgrade post out front.
(I have 3500 foreign supplies banked.)
How long/how many raids are needed for a Jomsviking to advance a level?
Regular Crew Raids:
There do not appear to be any more raids available for the regular crew (housed in the Barracks). I have the settlement mostly finished (level 5 7/8) but have
a few buildings that need updating.
(If history is any indication (this is my 10th title) UbiSoft likes to tie certain things to the story line so this may affect what level my settlement is currently.
Having said that, I only have 3 alliances to form left.)

Lvl 3 is max for all joms. I'm not sure about exact number, but it took about 10 raids for my jom to reach it. However, other players' joms will always be lvl 1.
You will get Settlement 6 by combining both alliances and regular Raids. Check the map to see if you can get more needed materials from the alliances that are not completed yet. -
I just saw patchnotes for 1.3.1 Update (tomorrow):
- Jomsviking Hall can be upgraded to Level 4-5, allowing players to hire Jomsviking of Level 4-5, respectively.
- Jomsviking of higher rank can carry more rations and do more damage to enemies.

@bielik01 I'm not sure, but people complained about not enough materials spawning in the world to fully upgrade our settlement. Now they will be able to buy them in shops.
What I'm not happy with though, none of RR bugs mentioned in your thread will be addressed in this update. -
