Hit this today 24/11/21 Rogue agents spawned on hard while doing the manhunt, killed them both. Now stuck.
Yep, this one is bugged and has been for quite a while.
When you run into rogues, some other NPCs don't spawn in the next stage. Last time when I ran into this, the NPCs triggered properly only at the 4th attempt after the rogues.
How is this still a thing?! Oh, well, there are probably upwards to a hundred of such things that are still a thing...
In Division 2, The Tomb quest can't be played all the way through, it gets stuck in the middle, you can't get in the elevator so you can't do the quest, I've attached a video of this on my partner's YouTube channel
@moncsyka_hun If your run spawned NPC rogues in the room in your video between 0:09 and 0:15, it's a well known and LONNNNNGstanding progression bug.
Also, the street prior to the Parnell finale is an absolute glitch nightmare for mortar builds; the targeting system incorrectly registers the ground, causing your rounds to 'phase' through it to no effect.
It the same on Xbox!
And if you kill Parnell a certain way, his gear end up outside the playing-field and can not be reached, thus, mission can not be completed and has to be started over!
Rogues ALWAYS trigger this bug.
My own experience - only the third try it worked.

This issue is known to the game's development team and is still being looked into at the moment.

The Tombs mission is still bugged!
After killing Rogues in Morgue you cannot advance and have to restart the mission.
The attention to this bug is Zero interest.

I see this was reported to the dev team quite some time ago and the QA team have managed to reproduce this too and let them know, so they are aware it still exists, but we don't have any further updates on it currently I'm afraid.
Yep! This bug still exists. Encountered it last night.
I was literally praying for rogues not to spawn when I started the mission, and they did.
I had this problem this morning, got the Rogues first up, reran it with no Rogues this time and still the same problem.
Logged out of the game and logged back in a little later, ran through first try with no problems.

@aldiboron So you were ale to complete the mission after coming back to it later? Did you still encounter rogue agents in that try?
I just had this bug yesterday, decided to spto playing for the day, tried that mission again now and had the exact same issue, absolutely unbeliavable, this game have ben and still is a bug [censored] show.

Just playing The Tombs mission because Heartbreaker is targeted loot, and killed rogue agents in the Morgue, can't advance, same bug as everyone else is reporting, tried it again and there were no rogue agents, killed the hostiles and then couldn't continue either, nothing being done?
