

Unable to get information about the scribe from the soldiers in the tavern, but I should be able to progress this quest by following the other clue.
I didn't enter the tavern from the main entrance, and I think it has something to do with this bug (I didn't hear the soldiers' conversation at all)

Thank you for taking the time to report this issue with "The Rot in the Slums" to us. I am sorry to hear that you are unable to proceed with the quest because you are unable to speak to the soldiers inside the tavern.
Just to confirm, if using Odin's Sight, is it the soldiers you have shown in your image that are highlighted as your objective? Additionally, have you at all tried reloading a previous save, to see whether you are able to progress with the objective after reaching the same point again?
If you are able to provide one, a video showing that you are unable to interact with the soldiers and that you are in the correct place would be much appreciated. It would also be helpful if you could confirm the last quest or world event that you completed before starting this quest, in case it may be relevant. Thank you in advance!
I have the same problem, and I tried loading a previous save.
The soldiers aren't a quest target with Odin's sight. They only are meant to be assassinated in my game.

As of now, there is a quest symbol guiding me inside the tavern. Once there, I can only assassinate the two guards and read the document. I got the key from the sewers through the drunk's daughter.

Ideally, I'd have liked some further media showing the issue, so I can get it passed on to our teams to look into internally. If you've got means to record video footage on PC, I'd really appreciate that! No problem if you're not able to do this, however - I know recording gameplay footage on a PC can be a faff.
Does reading the document alone update the quest objective?
I appreciate your patience with this! I haven't got to the quest myself yet, so I'm not familiar with all the steps.

I just ran into this issue as well. I get the objective marker to talk to the drunk but nothing for the soldiers. When I click on the note on their table I can read it once, then not interact with it again with no update to the quest detail. Just says what is in the OP's picture.
Only quests I currently have in my log are the river raids ones for clearing and the armor and a turn in for a rebel mission. I tried turning that in first to see if that was causing a conflict but no luck
Watching a video from somebody without the issue. It appears that the 2 soldiers are not spawned correctly. When they did the mission one is standing and one is sitting down, in this picture as well as my playthrough both are standing

I can see that the development team provided us with additional information regarding this:
In order to progress in the quest they have to interact with the drunk man located in the tavern, as by interacting with the documents a clue is given to investigate further - look for the scribe or check if someone else at the location has additional information.
Once you have the key, please leave the tavern and locate the big tree close to it (on the right to the entrance), so you can enter severs system (but you have to break the entrance first, as it's blocked by the wooden ''floor''

@ubi-orion Sorry I don't have any saves around this quest anymore. Just did the path that worked and moved on.
Best I can describe is the cutscene for entering the bar plays, you talk to the owner lady and get the 2 paths. The drunk shows up as a green marker and can be talked to, however the guards are both just red targets and don't have the conversation for Eivor to overhear. And the note on the table doesn't advance that path either.
Not to worry, hunterr12, thank you for providing your workaround and how you proceeded with the quest.
If any other players have an issue with this quest, please interact with the drunken man located in the tavern, as interacting with the document on the table, gives a clue to investigate further and ask another NPC in that location (the drunken man)
