Unsolved Unable to exit river exe

I know HOW to exit the River Raid, but it simply doesn't work. I hold G, cursor on the Settlement, release G -- nothing happens. does not return to Settlement. I am trying to finish the quest for the Festival. What gives? Why so many bugs?? This did work correctly before the recent 1.3.0 patch.
